Opening Remarks of 2012 Patents Conference at Taipei, Taiwan
The 21st century is a unique era where knowledge is leveraged to foster innovation further stimulating economic growth. Today, intellectual property has become increasingly important as it has replaced a large number of traditional assets. Protecting intellectual property rights has been a crucial issue for sustaining economic growth.
In the past, Taiwan has been heavily invested in OEM and manufacturing based industries. Without sufficient emphasis on the intellectual property, it had adversely affected the country. Based on the Central Bank’s 2011 data, the royalties paid by Taiwanese companies exceeded USD$ 5.7 billion. It’s time to rebuild Taiwan’s IP strategy and strength.
Today, patents are no longer a defensive tool for protecting one’s invention since NPE has further exploited its patent portfolio and collects royalties with no intentions of manufacturing any product. As domestic markets are now being affected substantially, it is important that we understand the international trend and its impacts to protect our domestic industries and economy.
To the extent our legal systems, policies and rules are well established in accordance with international standard, our economy and global presence can be strengthened.
